As a conqueror he succeed in extending his influence over the entire Mesopotamia. But he was also a great legislator that structured his empire with an eye to make it one of the most powerful empire of his time.
Thanks to this organisation and strength Hammurabi permits the Babylonian player to place one free influence marker per round. Other players will have to be careful about their eastern neighbor. He may thrive rapidly and be soon at the doors of the western empires…
